Former Manly coach Graham Lowe has been appointed as the Independent Commissioner of the New Zealand Rugby League

Lowe – who also coached New Zealand – will lead a comprehensive review of NZRL's national and regional competition structures.

"Graham's experience, spirit and background will ensure this process is conducted with credibility and integrity," said NZRL acting chairman, Andrew Chalmers.

The NZRL also released a five-year draft competition proposal to members nation-wide.

The document will kick-off an extensive consultation process with the Rugby Leagues districts and clubs at all levels which will be led by Lowe.

"The terms of hreference for the review require Graham to canvas opinion across all members and key stakeholders and then to report the findings back to the Board," said Chalmers.

It’s expected the review will be completed by May 15th and will include a five year plan for the structure of competitions throughout the country.
